Greek Bank Chiefs Say They Can Easily Handle Loss of ECB Waiver

Greek bank bosses brushed off concerns that the end of a special rule giving them access to the European Central Bank’s cheap money will spell trouble.

The expiry of Greece’s bailout program last week came with a catch. It ended outside control of Greece’s economic policy, but forced the country’s banks to stand on their own two feet again, even though they still have the worst bad loan problem in Europe. While the program ran, the ECB waived a rule stopping it from accepting the country’s junk-rated sovereign bonds as collateral. As such it was able to supply vital liquidity.

That waiver is now over.

At the peak of the debt crisis, Greece’s banks needed over 150 billion euros ($175 billion) of liquidity from the ECB, having lost almost all interbank funding and much of their deposit base. That need has now fallen to only 13 billion euros, as of the end of July. Of that, only around 3.5 billion is backed by Greek government collateral that is now ineligible for ECB operations.

As such, all four chief executive officers of Greece’s systemic lenders told Bloomberg News they’re confident they can get by.

“Greek banks have already substituted the bulk of the emergency liquidity at peak crisis with market funding,” said Fokion Karavias, chief executive officer of Eurobank Ergasias. “Bar a significant further deterioration of market conditions, we expect no difficulty in using the remaining Greek government bonds for similar market transactions.”

The impact from not being able to use Greek government debt will be “minimal,” said National Bank of Greece chief executive Paul Mylonas.

Christos Megalou, chief executive of Piraeus Bank, went further, describing the removal of the waiver as “practically a non-event.” His bank, the country’s biggest by assets, has taken measures to shift about 1 billion euros of ECB funding onto the interbank repo market, he said.

Alpha Bank has maintained funding lines from the ECB by substituting Greek government bonds and treasury bills with other ECB-eligible assets, according to its chief executive, Demetrios Mantzounis. Greece’s fourth-biggest lender has also increased its open market repo transactions with international counterparties, he said.

Attracting Investment

As the Greek banks prepare to report their financial results for the first half of the year this week, the banks’ bosses said that what Greece needs most is to follow through with the reforms that will attract investment.

The major challenge ahead for the banks will be managing the stocks of non-performing exposures, which at close to half of all loans are the most in the euro area, according to Eurobank’s Karavias. In the following months, they will be presenting regulators with plans to reduce the ratio to the mid-teens by the end of 2021, he said.

 

Greece remains Europe’s most indebted country as a proportion of gross domestic product, and the economy is still struggling to recover from the loss of more than a quarter of its output during the crisis. The unemployment rate is still almost 20 percent, making it hard for people to repay their bank loans.

“Additional improvement in confidence to attract both domestic and foreign investment requires the steady implementation of structural reforms, and a rebalancing of the tax burden,” said National Bank’s Mylonas. “The main risks other than implementation fatigue arise from external factors,” with the country’s two largest neighbors — Turkey and Italy — both experiencing economic difficulties, he said.

Dijsselbloem: Greece is freer now to implement some more social type of policy

Aug. 27 (ANA-MPA) — Greece now has “the flexibility to apply a more social type of policy,” Jeroen Dijsselbloem, former president of the Eurogroup, told private ANT1 television in an interview on Monday night, warning however that “it must not repeat the mistakes of the past.”

The former Dutch minister expressed optimism for the Greek economy’s future and said it would take time for Greece to restore its credibility and overcome the great issues its population is facing.

Among other comments, he noted that the European Union had made mistakes in the management of the Greek economic crisis and said the fiscal adjustment programs for Greece were very strict and their implementation very difficult. He said that Greek politicians were also responsible for many mistakes even before the crisis, as was Germany for its delayed reaction to agreeing to a unified EU plan in order to contain the widespread economic crisis.

He also described the handling of the crisis by then Finance Minister Yanis Varoufakis as “catastrophic” and said that negotiations were held directly with Prime Minister Alexis Tsipras to find solutions which however were constantly being undermined by Varoufakis.

Κατά 10,1% αυξήθηκε η κίνηση στα ελληνικά αεροδρόμια το πρώτο επτάμηνο

27 Αύγουστου (ΑΠΕ-ΜΠΕ) — Ανοδική πορεία σημειώθηκε στα αεροδρόμια της Ελλάδας το επτάμηνο Ιανουαρίου-Ιουλίου 2018 καταγράφοντας αύξηση 10,1% σε σύγκριση με το αντίστοιχο περυσινό διάστημα.

Από τα στατιστικά στοιχεία της ΥΠΑ για την κίνηση των αεροδρομίων το επτάμηνο Ιανουαρίου- Ιουλίου του 2018 προκύπτει ότι συνολικός αριθμός των διακινηθέντων επιβατών έφθασε τα 34.384.666 παρουσιάζοντας αύξηση 10,1% σε σχέση με το αντίστοιχο διάστημα του 2017 όπου είχαν διακινηθεί 31.237.352 επιβάτες.

Συγκεκριμένα οι διακινούμενοι επιβάτες είναι αυτό το διάστημα περισσότεροι κατά 3.147.314 σε σχέση με το αντίστοιχο περσινό διάστημα.

Ο συνολικός αριθμός των πτήσεων στα ελληνικά αεροδρόμια ανήλθε στις 289.453 (από τις οποίες 113.694 εσωτερικού και 175.759 εξωτερικού) παρουσιάζοντας άνοδο 8,3%, σε σχέση με το αντίστοιχο διάστημα του 2017 όπου είχαν πραγματοποιηθεί 267.253 πτήσεις.

Επίσης, από τα στατιστικά στοιχεία για τον μήνα Ιούλιο προκύπτει ότι διακινήθηκαν στα ελληνικά αεροδρόμια 9.923.674 επιβάτες και η άνοδος έφτασε μεσοσταθμικά το 8,9%. Ο συνολικός αριθμός των πτήσεων στα ελληνικά αεροδρόμια ανήλθε στις 77.882 παρουσιάζοντας αύξηση 9,7% σε σχέση με το αντίστοιχο διάστημα του 2017 όπου είχαν πραγματοποιηθεί 71.012 πτήσεις.

Αξίζει να αναφερθεί ότι οι αφίξεις επιβατών εξωτερικού έφτασαν τα 4.049.160 παρουσιάζοντας επίσης άνοδο 8,9% σε σχέση με το 2017 που είχαμε 3.718.805 αφίξεις.

Στα αεροδρόμια Αθηνών, Ηρακλείου, Ρόδου, Θεσσαλονίκης και Κέρκυρας καταγράφεται η μεγαλύτερη επιβατική κίνηση Ιουλίου 2018.

Τέλος τα αεροδρόμια Σητείας, Μήλου και Νάξου κατέγραψαν την μεγαλύτερη ποσοστιαία αύξηση επιβατών το επτάμηνο Ιανουαρίου- Ιουλίου του 2018.

Ο αερολιμένας που είχε το μεγαλύτερο ποσοστό αύξησης διακίνησης επιβατών είναι το αεροδρόμιο Σητείας με άνοδο 101,9%, (διακίνησε 33.110 επιβάτες το επτάμηνο του 2018 έναντι 16.402 το αντίστοιχο διάστημα του 2017).

Το αεροδρόμιο Μήλου κατέγραψε άνοδο επιβατικής κίνησης 74,4%, (διακίνησε 43.914 επιβάτες έναντι 25.176 το περσινό διάστημα) και το αεροδρόμιο της Νάξου σημείωσε αύξηση 60,1% καθώς διακίνησε 46.404 επιβάτες το επτάμηνο του 2018, έναντι 28.983 επιβατών που είχε διακινήσει το 2017.

Liakos to ANA: The challenges of the next day

Aug. 27 (ANA-MPA) — The end of the third programme on August 20, the only programme that was successfully concluded, marks the end of a particularly and long period of difficulties and the entry into a new era, Deputy Minister to the Prime Minister Dimitris Liakos, said on Monday in an interview with the Athens-Macedonian News Agency (ANA).

The end of the memoranda is a reason for reflection and self-awareness in order to see and analyze soberly the real causes, pathogens and the political weaknesses and responsibilities that led us to the necessity of avoiding a disorderly default through programs with significant structural weaknesses that did not take into account particularities and the deeper problems of the Greek economy and, in particular, of the structured state institutions and the public administration.

At the same time, the new challenging period presents an excellent opportunity to objectively record the real strengths, weaknesses and problems of the country in order to come up with a robust, documented and holistic plan for the future. The beginning was made by tabling the national development strategy, which is an appropriate basis for dialogue on the next steps.

The end of the memoranda is a fact of exceptional historical significance. It is a success of the country, the Greek people, which justifies feelings of joy and satisfaction, but in no case should it cause euphoria and complacency. It is true that important and necessary reforms have taken place in many different areas in recent years. However, there is still a lot to be done. We must continue the effort to transform the economy, to modernize the public administration and, above all, to support society.

It is also true and unquestionable that the country will, after many years, recover significant and sufficient degrees of freedom to pursue policies that will create the right conditions not only for returning to normal but for creating a modern country for which citizens will be proud of. It is a good time to seize this opportunity and transform it into an opportunity for the country.

FITCH RATINGS: WEST EUROPE SOVEREIGN UPGRADES CONTINUE

Fitch Ratings-London-24 August 2018: Rating momentum for Western European sovereigns remained positive in recent months, with three rating upgrades (Cyprus, Greece and Andorra) since April 2018 and no downgrades, Fitch Ratings says. Three countries are on Positive Outlook (Austria, Cyprus and Finland). The United Kingdom and San Marino are on Negative Outlook. The UK’s Outlook reflects the continued downside risks of a disruptive exit from the EU.

Of the three countries that were upgraded, two – Cyprus and Greece – have each been upgraded by a total of five notches since mid-2015 as they have completed European Stability Mechanism (ESM) programmes (Greece exited its latest programme on 20 August).

More broadly, strong growth and improving public finances have underpinned improvements in Western European sovereign creditworthiness in recent quarters. General government deficits and debts are declining across most countries in the region. Near-term growth fundamentals remain solid, boosted by favourable financing conditions, robust employment growth and improving business profitability. Resilient domestic demand provides some offset to the drag from slowing global trade.

However, the prospect of slower GDP growth and higher interest rates means that further fiscal efforts may be required by highly indebted countries to place debt on a firm downward trajectory as politics becomes less conducive to tighter fiscal policies and structural reforms.

The shifting political backdrop is seen in strong election results by parties critical of “austerity” and, more generally, the whole EU framework, most notably leading to the formation of a coalition government in Italy led by the Five Star Movement and the Lega. The electoral campaign for next year’s European Parliament elections is likely to exacerbate divisions between pro- and anti-EU parties. Rising political uncertainty could further undermine recent positive growth dynamics if falling business confidence led to weaker capex growth.

Greece’s ESM programme exit marks an important milestone. On 10 August, we upgraded Greece’s foreign- and local-currency ratings to ‘BB-‘ from ‘B’. The upgrade reflects improved public debt sustainability, underpinned by debt relief measures agreed by European creditors, a track record of general government primary surpluses, our expectation of sustained GDP growth, additional fiscal measures legislated through to 2020, and somewhat reduced political risks.

The UK’s ‘AA’ rating remains on Negative Outlook. We think a smooth transition from EU membership has become less likely. An intensification of the political divisions within the UK and slow progress in negotiations with the EU mean there is such a wide range of potential Brexit outcomes that no individual scenario has a high probability. An acrimonious and disruptive “no deal” Brexit is a material and growing possibility. This would substantially disrupt customs, trade and economic activity, with the depth of disruption depending on how quickly a “bare bones” deal could be reached.

Οι επενδυτές εμπιστεύονται και πάλι την Ελλάδα

Η μείωση των επιτοκίων -το 10ετές επιτόκιο υποχώρησε κάτω από το 5% φέτος, έναντι 37% το 2012- δείχνει ότι η εμπιστοσύνη των επενδυτών επιστρέφει» γράφει η γαλλική οικονομική εφημερίδα Les Echos.

O υπεύθυνος επενδύσεων ομολόγων της JPMorgan είπε πρόσφατα ότι «βεβαιότατα» θα αγόραζε ελληνικό χρέος. «Είναι μια καλή επένδυση …», λένε αναλυτές της Societe Generale. Ο Ολιβιέ ντε Λαρουζιέρ της Ostrum, σημειώνει ότι η ρευστότητα επιστρέφει σταδιακά στην ελληνική αγορά. «Τα ομόλογα προσφέρουν ελκυστική απόδοση». Η απόδοση είναι πράγματι δώδεκα φορές υψηλότερη από αυτή των γερμανικών, τονίζει η γαλλική εφημερίδα. «Ο κίνδυνος αθέτησης υποχρεώσεων στα επόμενα χρόνια είναι σχεδόν μηδενικός, χάρη στο μαξιλάρι ρευστότητας και στο πρωτογενές πλεόνασμα», λέει και ο Τζότζεφ Μόουαντ της Carmignac.

Οι ειδικοί πιστεύουν πως κίνδυνος αθέτησης υποχρέωσης δεν υφίσταται για τα επόμενα πέντε χρόνια, όμως η χαμηλή πιστοληπτική ικανότητα της χώρας εμποδίζει τους μεγάλους επενδυτές να αγοράσουν ελληνικά χρεόγραφα. Έξι χρόνια μετά τη μεγαλύτερη αδυναμία πληρωμών στην ιστορία, η Ελλάδα πρέπει να πείσει ότι έγινε ξανά ένας κανονικός δανειολήπτης, όπως κάθε άλλη χώρα. Μετά την έξοδο από το πρόγραμμα διάσωσης, η χώρα θα πρέπει να βασίζεται μόνο στις αγορές για να τη χρηματοδότησή της.

Σύμφωνα με την Standard & Poor”s, η χώρα θα αντέξει χωρίς δανεισμό μέχρι το 2022. Η πραγματική πρόκληση είναι η επανασύνδεση με τους επενδυτές. Τα κερδοσκοπικά funds εξακολουθούν να συγκαταλέγονται στους πρώτους ιδιώτες κατόχους ελληνικού χρέους σύμφωνα με το Reuters. Η Αθήνα θα ήθελε να βασιστεί σε πιο σταθερούς πιστωτές, οι οποίοι κρατούν το χρέος έως την ωρίμανση. Πρόβλημα: η πιστοληπτική ικανότητα της χώρας εξακολουθεί να υπολείπεται κατά τρεις ως έξι βαθμίδες της κατηγορίας «επένδυση», που επιτρέπει στις κινητές αξίες να περιλαμβάνονται στους καταλόγους που χρησιμοποιούν οι εταιρείες επενδύσεων χαρτοφυλακίου. Αν και σημειώθηκε ανοδική πορεία τους τελευταίους μήνες, ενδέχεται να χρειαστούν χρόνια για να επιτευχθεί κάτι τέτοιο, σημειώνει η «Les Echos».

H γαλλική εφημερίδα παρουσιάζει μάλιστα τρεις επενδυτικούς οίκους που «πιστεύουν στην Αθήνα»: Πρόκειται για τους επενδυτικούς οίκους Japonica, KKR και Carmignac.

Ετοιμάζονται δυο νέα Ταμεία Συμμετοχών

Στη σύσταση δύο νέων χρηματοδοτικών εργαλείων που θα στοχεύουν στην ενίσχυση των ελληνικών – κυρίως μικρομεσαίων – επιχειρήσεων προχωρούν το υπουργείο Οικονομίας και Ανάπτυξης και το Ταμείο Νέας Οικονομίας (ΤΑΝΕΟ). Πρόκειται για το ταμείο συμμετοχών που θα ιδρυθεί στο πλαίσιο του αναπτυξιακού νόμου (ν.4399/2016) και το αντίστοιχο ταμείο που έχει σχεδιαστεί από το ΤΑΝΕΟ.

Τα συγκεκριμένα χρηματοδοτικά εργαλεία θα είναι διαρθρωμένα σε υποταμεία (funds of funds) ώστε να επιτυγχάνεται το καλύτερο αποτέλεσμα αφού το κάθε υποταμείο θα στοχεύει σε μια συγκεκριμένη κατηγορία επιχειρήσεων ή σε κλαδικό, περιφερειακό και εθνικό επίπεδο. Σύμφωνα με πληροφορίες, η σύσταση των δύο ταμείων συμμετοχών, βρίσκεται σε προχωρημένο στάδιο και εκτιμάται ότι έως το τέλος του φθινοπώρου θα βρίσκονται εν λειτουργία.

Σε ό,τι αφορά το ταμείο συμμετοχών του αναπτυξιακού νόμου, αν και δεν έχει οριστεί ακόμη το ύψος της δημόσιας χρηματοδότησης, σύμφωνα με πληροφορίες υπάρχει έντονο ενδιαφέρον επενδυτών να συμμετάσχουν με ίδια κεφάλαια. Στόχος, όπως αναφέρεται σχετικά, είναι η μόχλευση δημοσίων και ιδιωτικών κεφαλαίων ώστε να προκύψει το μέγιστο αναπτυξιακό αποτέλεσμα.

Ειδικότερα στο πλαίσιο αυτό σχεδιάζεται μια βεντάλια υποταμείων που θα αποσκοπούν στη δημιουργία νέων και τη μεγέθυνση υφισταμένων επιχειρήσεων, ιδίως εκείνων, οι οποίες δίνουν έμφαση στη καινοτομία και στην απασχόληση, έχουν εξαγωγικό προσανατολισμό και παρουσιάζουν δυνατότητες περαιτέρω ανάπτυξης, η αναδιάρθρωση βιώσιμων επιχειρήσεων, η ανάπτυξη της αγοράς κεφαλαίων για μικρές και μεσαίες επιχειρήσεις και η βελτίωση της ανταγωνιστικότητας των επιχειρήσεων, συμπεριλαμβανομένων και όσων απασχολούν από 250 έως 500 εργαζόμενους.

Σε κάθε περίπτωση η εξειδίκευση των κριτηρίων των επιλέξιμων επιχειρήσεων προς ενίσχυση, οι ποσοστώσεις κρατικής και ιδιωτικής συμμετοχής, η επιλέξιμη χρηματοπιστωτική μορφή ενίσχυσης, το ανώτατο όριο χρηματοδότησης ανά επιχείρηση, καθώς και όλες οι διαδικαστικές ρυθμίσεις σχετικά με τη λειτουργία και διαχείριση των ταμείων που θα συγκροτηθούν θα καθοριστούν με απόφαση του υπουργού Οικονομίας, Ανάπτυξης και Τουρισμού, κατόπιν σχετικής εισήγησης της Γενικής Γραμματείας Στρατηγικών και Ιδιωτικών Επενδύσεων.

Παράλληλα με το ταμείο του αναπτυξιακού νόμου, το ΤΑΝΕΟ, βρίσκεται σε προχωρημένο στάδιο διαπραγματεύσεων με ιδιώτες αλλά και θεσμικούς επενδυτές για τη δημιουργία ενός νέου επενδυτικού σχήματος δομής “fund of funds”.

Το αρχικό ύψος της δημόσιας επένδυσης (σ.σ. η συμμετοχή του ΤΑΝΕΟ) ανέρχεται στα 100 εκατ. ευρώ και με δυνατότητες μελλοντικής αύξησης εάν αυτό κριθεί απαραίτητο στη συνέχεια. Στόχος του ταμείου είναι η συμμετοχή στο κεφάλαιο μικρών και μεσαίων επιχειρήσεων που θα έχουν προβεί σε ενέργειες χρηματοοικονομικής και επιχειρησιακής αναδιοργάνωσης και απευθύνει στα μέλη της επενδυτικής κοινότητας πρόσκληση εκδήλωσης ενδιαφέροντος.

Σύμφωνα με πληροφορίες, η πρόσκληση που απευθύνθηκε σε όλους τους ενδιαφερόμενους επενδυτές και διαχειριστές επενδύσεων, βρήκε μεγάλη ανταπόκριση και αυτή την περίοδο βρίσκονται σε εξέλιξη διαπραγματεύσεις για τη σύσταση του Ταμείου. Τα νέα επενδυτικά σχήματα που θα διαχειρίζονται από ελληνικούς ή ξένους φορείς του ιδιωτικού τομέα, θα επενδύουν με ιδιωτικοοικονομικά κριτήρια σε ελληνικές μικρές και μεσαίες επιχειρήσεις μέσω απόκτησης μετοχών ή και μετατρέψιμων ομολογιών.

Λοκομοτίβα ανάπτυξης η φαρμακευτική βιομηχανία

Υπερδιπλασιασμό της εξαγωγικής δραστηριότητας στα χρόνια της κρίσης, εμφανίζει η εγχώρια φαρμακευτική βιομηχανία, σύμφωνα με το iatronet.gr. Τον περασμένο Ιούνιο, οι εξαγωγές ήταν αυξημένες κατά 106,18% σε σχέση με το 2010, ποσοστό που ξεπερνά κατά πολύ την αύξηση του γενικού δείκτη κύκλου εργασιών στη βιομηχανία.

Σύμφωνα με τα πρόσφατα στοιχεία της ΕΛΣΤΑΤ, ο κύκλος εργασιών (εγχώρια αγορά και εξαγωγές) στη φαρμακευτική βιομηχανία σημείωσε αύξηση 11,5% την περίοδο 2017 – 2018, έναντι αύξησης 12,1% την περίοδο 2016 – 2017. Από το 2010, το ποσοστό εμφανίζει αύξηση κατά 35,66%, έναντι αύξησης 15,71% του συνολικού δείκτη της εγχώριας βιομηχανίας.

Ο τζίρος είναι σαφώς περιορισμένος στην εσωτερική αγορά, σημειώνοντας τον Ιούνιο αύξηση 8,4%, έναντι μείωσης 2,7% το αντίστοιχο περυσινό διάστημα. Υπολείπεται, δε, κατά 3,69% εκείνου που υπήρχε στη χώρα μας το 2010.

Εξαγωγές

Πολύ διαφορετική είναι η εικόνα στην εξωτερική αγορά. Οι φαρμακοβιομηχανίες έχουν πετύχει φέτος αύξηση κύκλου εργασιών κατά 14,3%, έναντι εντυπωσιακής αύξησης 29,4% την περίοδο 2016 – 2017. Ενδεικτικό της εξωστρέφειας του κλάδου, είναι πως οι εξαγωγές εμφανίζουν φέτος αύξηση τζίρου κατά 106,18% σε σύγκριση με το 2010!

Παρά τη θετική αυτή εικόνα, το ισοζύγιο εισαγόμενων και εξαγόμενων φαρμάκων παραμένει αρνητικό. Σύμφωνα με τα στοιχεία του Ιδρύματος Οικονομικών και Βιομηχανικών Ερευνών (ΙΟΒΕ), οι εισαγωγές φαρμάκων ανήλθαν το 2016 στα 2,9 δισ. ευρώ (αύξηση 2,3%) και οι εξαγωγές στο 1 δισ. ευρώ (αύξηση 3,9%).

Οι ειδικοί του ΙΟΒΕ σημειώνουν πως οι εξαγωγές φαρμακευτικών προϊόντων, ως προς το σύνολο των ελληνικών εξαγωγών όλων των αγαθών, αντιστοιχούσαν το 2016 στο 4,2%.

Μεταποίηση

Σε σχέση με τον κλάδο της μεταποίησης (χωρίς πετρελαιοειδή), ο κλάδος φαρμακευτικών προϊόντων βρισκόταν το 2016 στην τέταρτη θέση, με το 5% των εξαγωγών του κλάδου της μεταποίησης. Τα στοιχεία του Πανελλήνιου Συνδέσμου Εξαγωγέων δείχνουν πως οι εξαγωγές φαρμακευτικών προϊόντων αποτελούν το δεύτερο εξαγώγιμο προϊόν σε αξία, μετά τα πετρελαιοειδή. Οι βασικότεροι “πελάτες” των ελληνικών φαρμακευτικών επιχειρήσεων εδρεύουν στη Γερμανία (18,8% εξαγωγών), στο Ηνωμένο Βασίλειο (14,8%) και στην Κύπρο (7,9%).

Ο ελληνικός κλάδος φαρμάκου δέχεται εισαγωγές από 61 χώρες και εξάγει σε 141 χώρες.

Increased exports of goods and services held a key role in Greece’s exit from the bailout programs after eight years, according to official data.

Although many industries were hit hard by recession and industrial units moved abroad to deal with tax hikes, Greece has potential for a dynamic comeback and should focus on “industry gain” to reverse the “industry drain”, experts told Xinhua.

Greece’s return to growth is attributed also to a rise in exports of goods and services, according to Greek Statistical Authority experts. By focusing on exports, Greek businesses tackled the sharp fall in domestic consumption, the experts explained in regular reports.

When the crisis broke out in late 2009, exports accounted to about 19 percent of Greece’s GDP. By 2017 the share had climbed to 30 percent and the positive trend continues.

According to a recent National Bank of Greece survey the dynamic products that supported the ailing economy include basic commodities which had secured significant shares in international markets for years, such as aluminum, marble and olive oil, as well as quite new products in Greece’s export portfolio, like yoghurt.

Greek exports grew strongly also in the first half of this year by 15.7 percent to 16.4 billion euros (19 billion U.S. dollars) compared to the same period in 2017, according to a Panhellenic Exporters Association report. In the same January-June period, imports stood at 27 billion euros.

Over taxation and the introduction of capital controls in the summer of 2015 were pinpointed as main factors obstructing further improvement by the Panhellenic Exporters Association.

Vassilis Korkidis, President of the Hellenic Confederation of Trade and SMEs (ESEE) and President of the Piraeus Chamber of Commerce and Industry (PCCI), agreed.

“Capital controls limited business. A country with capital controls, as you can understand, loses also credibility abroad. Nevertheless, the private sector in our country managed to retain the good name we had created,” he told Xinhua in a recent interview.

Although the indexes of industrial production and exports look good, the image is not entirely rosy.

“We are not selling our products at the prices we would like in order to have profit, but we export, because there is no domestic demand and we do not want to keep them on the shelves,” he explained.

Korkidis suggested that the focus should shift also to sectors which can give more, like agricultural production.

“The industry has been hit hard. We all know by now that Greece cannot have heavy industry, but can have an industry with long history behind and know-how,” he said.

“Many industrial units were transferred to other Balkan countries due to over taxation. Maybe it is time for their return, if the taxation rates for businesses decrease from the current 29 percent to 26 percent and then 20 percent within a couple of years. I believe that this is what should happen so that we can have an industry gain like we had the industry drain,” he stressed.

“What we would like to see is every small import company developing into a small export company also,” Korkidis told Xinhua.

Yorgos Kavvathas, President of the Hellenic Confederation of Professionals, Craftsmen and Merchants (GSEVEE) suggested also a national growth plan and emphasis on how to resolve the businesses’ financing issues.

“A country with four systemic banks cannot move ahead to growth. She needs a Development bank of special purpose which will support those sectors of the economy which can become the steam engines that will pull forward the train of growth,” he told Xinhua.

“What we need to do is to eventually draft a national strategic plan for growth which will determine the sectors that will be the drivers. And we do have such sectors,” he stressed.

Constantinos Achladitis, CEO of Golden Cargo SA, a logistics and warehousing services company based at Piraeus port that is part of Greece’s imports/exports supply chain, accommodating mainly the maritime sector, also referred to a positive climate of hope over the exit from bailouts, but also concern over pending issues.

“There is stability and an optimistic note from the second half of 2017, but still this has not reached the real economy,” he told Xinhua.

Over taxation was a big issue, but a more flexible framework to support growth was also a prerequisite to move further, he said.

“The capability of Greek enterprises to become competitive in the international environment needs the lawmakers’ support. The establishment of protectionism barriers still is hindering the Greek companies’ development,” Achladitis noted. (1 euro= 1.15 U.S. dollars)
