Mr Praet said:<\/p>\n<blockquote class=\"n-content-blockquote\"><p>We have shown in the past that we can be very creative within our mandate. When people ask: \u201cAre you ready for a new shock?\u201d, I always answer: trust us, we always find the means within the scope of our mandate.<\/p><\/blockquote>\n<p>The ECB will begin its first purchases of corporate bonds under its asset purchase programme on June 1, and will begin to provide commercial banks with an unprecedented wave of cheap and negative-interest rate loans later this year.<\/p>\n<div class=\"o-ads in-article-advert o-ads--center o-ads--label-left\" data-o-ads-name=\"mpu\" data-o-ads-center=\"true\" data-o-ads-label=\"true\" data-o-ads-lazy-load=\"true\" data-o-ads-targeting=\"pos=mid;\" data-o-ads-formats-default=\"MediumRectangle,Responsive\" data-o-ads-formats-small=\"MediumRectangle,Responsive\" data-o-ads-formats-medium=\"MediumRectangle,Responsive\" data-o-ads-formats-large=\"Responsive\" data-o-ads-formats-extra=\"Responsive\"><\/div>\n<p>These measures, combined with the possibility to cut interest rates even further, meant policymakers \u201chave not felt hindered in our action by a lack of instruments\u201d, and were \u201cabsolutely determined to avoid deflation\u201d, said Mr Praet.<\/p>\n<p>He added:<\/p>\n<blockquote class=\"n-content-blockquote\"><p>We never had a paralysis problem or a chaotic decision-making process. We always had quite strong agreement on decisions actually. Not always unanimity, but very strong support.<\/p><\/blockquote>\n<p>Mr Praet warned that the risks of future inflation remaining persistently low had increased, but policymakers were still not convinced expectations had become \u201cde-anchored\u201d \u2013 a term central bankers use to denote a dangerous trend where individuals no longer believe policymakers can raise inflation, and are less likely to demand higher wages.<\/p>\n<p>\u201cWe have seen in some countries some signs of de-anchoring in wage formation. But, this being said, we haven\u2019t concluded that inflation expectations are de-anchored\u201d, said Mr Praet.<\/p>\n<p>He added that Portugal \u2013 which is one downgrade away from being disqualified under the QE programme \u2013 would not be given any leeway if its loses its investment-grade status:<\/p>\n<blockquote class=\"n-content-blockquote\"><p>It\u2019s very clear, we only buy investment-grade assets. We can have a rating waiver, but this is subject to a programme.
