And make no mistake, \u201ctalk\u201d is probably all they\u2019ll do.<\/p>\n<p dir=\"ltr\">Last year, Europe and Turkey agreed on a so-called \u201cjoint action plan\u201d which <strong>essentially amounted to Turkish President Recep Tayyip Erdogan extorting \u20ac3 billion from Brussels<\/strong>in exchange for a promise to curb people smuggling and stem the flow of migrants into Western Europe. As <a href=\"http:\/\/www.theguardian.com\/world\/2016\/mar\/07\/eu-turkey-summit-focus-stopping-flow-migrants-europe\">The Guardian notes<\/a>, \u201cseveral months on, the pact remains little more than a piece of paper.\u201d<\/p>\n<p dir=\"ltr\">Although the check has been cut, it\u2019s not entirely clear where the money went (surprise) and now that the effective closure of the Balkan route has created a severe bottleneck of refugees in Greece, Athens is very near to losing its mind.<\/p>\n<p dir=\"ltr\">As of Sunday,<strong> as many as 14,000 men, women, and children were stranded on Macedonia\u2019s border<\/strong> which has been sealed and which migrant men have at various times tried to breach with homemade battering rams.<\/p>\n<p dir=\"ltr\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user92183\/imageroot\/2016\/03\/06\/Macedonia1_0.png\" alt=\"\" width=\"600\" height=\"356\" \/><\/p>\n<p dir=\"ltr\">Now, Macedonia wants to extend the 19-mile, Orban-style razor wire fence to a 200-mile barrier complete with guards armed with tasers, a plan unveiled in Brussels over the weekend detailed.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user92183\/imageroot\/2016\/03\/06\/Macedonia2_0.png\" alt=\"\" width=\"600\" height=\"358\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>[expander_maker more=&#8221;Read more&#8221; less=&#8221;Read less&#8221;]Needless to say, Alexis Tsipras is at wit\u2019s end.<\/p>\n<p dir=\"ltr\">First Brussels forced Athens to accept a third sovereign bailout that carried draconian terms and all but guaranteed the country will remain a debt serf of Berlin for the next five decades. Now, Austria has effectively conspired with the Balkan countries to close the route north to Germany leaving Greece on its own to handle the influx. \u201cEurope is in the midst of a nervous crisis, primarily for reasons of political weakness,\u201d said he said on Sunday.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user92183\/imageroot\/2016\/03\/06\/Lesbos_0.png\" alt=\"\" width=\"600\" height=\"377\" \/><\/p>\n<p><em>(A man looks at the Greek island of Lesbos from the Turkish coastline)<\/em><\/p>\n<p dir=\"ltr\">\u201cAbout 13,000-14,000 people are trapped in Idomeni, while another 6,000-7,000 are being housed in refugee camps around the region,\u201d <a href=\"http:\/\/www.aljazeera.com\/news\/2016\/03\/refugee-crisis-greek-governor-urges-state-emergency-160305130622083.html\">Al Jazeera reports<\/a>, citing Apostolos Tzitzikostas, governor of Central Macedonia province.<\/p>\n<p dir=\"ltr\">&#8220;It&#8217;s a huge humanitarian crisis. I have asked the government to declare the area in a state of emergency,&#8221; he said during a visit to Idomeni on Saturday to distribute aid to the Red Cross and other non-governmental organisations.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user92183\/imageroot\/2016\/03\/06\/Macedonia3_0.png\" alt=\"\" width=\"600\" height=\"336\" \/><\/p>\n<p dir=\"ltr\">For her part, the Iron Chancellor claims \u201crumors\u201d that the Balkan route has been closed \u201cdo not conform to the facts\u201d (to quote China\u2019s NBS):<\/p>\n<p dir=\"ltr\">Coming back to Monday\u2019s summit, \u201c<strong>the crucial point is to know if Turkey is a player on our side, because up to now they declare they are on our side, but they don\u2019t do anything to prove that<\/strong>,\u201d Miltiadis Kyrkos, a Greek MEP who is the vice-chair of the European parliament\u2019s joint committee with Turkey, said.<\/p>\n<p dir=\"ltr\">As for Turkey, you can say what you will about Erdogan\u2019s belligerence, but the country is not only on the frontlines of the refugee crisis, but on the frontlines of the war itself. The pressure is palpable to say the absolute least.<\/p>\n<p dir=\"ltr\">Take the tiny town of Kilis for instance, <strong>which has more than doubled in size<\/strong> from the refugee influx. Incidentally, the town (which <a href=\"http:\/\/www.wsj.com\/articles\/turkish-border-town-struggles-to-cope-with-influx-of-syrian-refugees-1457346600\">WSJ notes<\/a> was previously \u201cbest known as a place for truckers to pick up pistachio-encrusted pastries before crossing the nearby Syrian border\u201d), is up for a Nobel Peace Prize for its efforts.<\/p>\n<p><a href=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user92183\/imageroot\/2016\/03\/06\/Kilis.png\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user92183\/imageroot\/2016\/03\/06\/Kilis_0.png\" alt=\"\" width=\"600\" height=\"391\" \/><\/a><\/p>\n<p dir=\"ltr\">\u201cTo encourage refugees to stay, Ankara is now allowing millions of Syrians to legally work in Turkey, ending a policy in place since the start of the war. But the new regulation comes with restrictions,\u201d WSJ goes on to document. \u201cThe restrictions, along with the often-convoluted bureaucratic challenges, make it hard for Syrian families to stay.\u201d<\/p>\n<p dir=\"ltr\">In other words, some Turkish towns with big hearts are doing their part (and more), but Ankara hasn\u2019t even begun to implement the type of measures that will stop refugees from fleeing to Western Europe and besides, Turkey isn\u2019t that much safer than Syria these days. \u201c<strong>Using Turkey as a \u2018safe third country\u2019 is absurd<\/strong>,\u201d said Amnesty\u2019s director for Europe and Central Asia, Gauri van Gulik. \u201cMany refugees still live in terrible conditions; some have been deported back to Syria and security forces have even shot at Syrians trying to cross the border.\u201d And that\u2019s if they don\u2019t get blown up by the very same groups blowing them up in Syria, groups that are armed and funded by Erdogan.<\/p>\n<p dir=\"ltr\">As The Guardian goes on to say, \u201cresettlement was Angela Merkel\u2019s last gambit for solving the refugee crisis. In mid-February, the German government confidently presented a plan in which a \u201ccoalition of the willing\u201d \u2013 including Austria, Germany, Sweden and the Benelux trio \u2013 would take 300,000 refugees from Turkey a year [but] the renegade actions of Austria and the western Balkan states have forced Merkel into a rethink.\u201d<\/p>\n<p dir=\"ltr\">\u201c<strong>It\u2019s our damned duty,<\/strong>\u201d she insisted last week. \u201cAnd no I don\u2019t have a Plan B.\u201d<\/p>\n<p dir=\"ltr\">Well, she had better get one, before the German electorate goes with \u201cPlan B\u201d for chancellor.<\/p>\n<p dir=\"ltr\">As for whether Erdogan will suddenly step up to the plate &#8211; don\u2019t hold your \u201cdamned\u201d breath. \u201c<strong>Turkey\u2019s diplomacy [is like] an eastern bazaar<\/strong>,\u201d the aforementioned Miltiadis Kyrkos said. And it&#8217;s not just money Ankara wants. Turkish PM Ahmet Davutoglu is looking to trade concessions on migrants for fast-track membership to the EU. &#8220;I am sure these challenges will be solved through our cooperation and Turkey is ready to work with the EU,&#8221; Davutoglu said. &#8220;Turkey is ready to be a member of the EU as well.
