The trouble with Greece is that it has too many plans \u2013 and is taking too long to choose between them.<\/p>\n<p>The Greek banking system <a id=\"url-id-1\" class=\"link-enabled\" href=\"bloomberg:\/\/commands\/NSN%20PGQ5SO6S972A\" data-web-url=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2018-10-17\/greek-banks-can-t-break-with-their-past\">is saddled<\/a> with a very large number of non-performing loans, a legacy of protracted recession. Nearly half of all loans have gone sour, according to Bank of Greece data, and that\u2019s only marginally less bad than the nadir of a year and a half ago.<\/p>\n<p>The quality of the banks\u2019 capital is also dubious.\u00a0More than 50 percent of the combined capital of the country\u2019s four biggest lenders is made up of deferred tax assets (discounts on future tax bills accumulated during years of losses). They\u2019re struggling with profitability too: Return on equity is negative, as banks struggle with exceedingly high costs and a still depressed economy.<\/p>\n<p>European supervisors seem to have turned a blind eye to what\u2019s going on. Last spring, the European Central Bank <a href=\"https:\/\/www.ft.com\/content\/3e7dac80-5050-11e8-b3ee-41e0209208ec\">cleared<\/a> Greece\u2019s four largest banks in a tailored stress test. The ECB\u2019s Single Supervisory Mechanism \u2013\u00a0the region\u2019s banking watchdog \u2013 has come up with a series of benchmarks for the reduction of bad loans, which the Greek\u00a0lenders are broadly meeting. But investors are skeptical. Unfortunately, they lack coordination. First, the Hellenic Financial Stability Fund \u2013 Greece\u2019s bank rescue fund \u2013 <a id=\"url-id-3\" class=\"link-enabled\" href=\"bloomberg:\/\/commands\/NSN%20PG2P546K50Z3\" data-web-url=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-10-04\/greece-is-said-to-weigh-bad-loan-vehicles-amid-market-pounding\">proposed a plan<\/a> to use government guarantees to ease the disposal of bundles of bad loans. Banks would securitize them, and the state would guarantee the safest tranche, increasing the number of potential investors. But then the Bank of Greece published <a id=\"url-id-4\" class=\"link-enabled\" href=\"bloomberg:\/\/commands\/NSN%20PI5G8OSYF01T\" data-web-url=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-11-13\/greece-said-to-weigh-freeing-banks-from-47-billion-of-bad-debt\">a different strategy.<\/a> This would involve the government letting the banks transfer\u00a0their deferred tax assets to a special purpose vehicle. The SPV would then acquire up to 40 billion euros ($45 billion) in non-performing loans, cutting the amount in the system by nearly half.<\/p>\n<p>It\u2019s unclear whether either of these plans would by itself attract <a id=\"url-id-5\" class=\"link-enabled\" href=\"bloomberg:\/\/commands\/NSN%20PI6GZC6TTDS1\" data-web-url=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-11-13\/greek-banks-inch-toward-bad-loan-relief-with-complicated-plans\">enough interest from investors<\/a>. Most important, having two of them doesn\u2019t give the impression of a country that\u2019s picked which route to follow to address one of its chief economic problems. It would be much better to announce a single plan \u2013 which could combine\u00a0elements of the aforementioned schemes \u2013 and then execute it. That might prompt investors to change their view on the sector.<\/p>\n<p>While the government decides what to do, individual banks are going their own way. Eurobank Ergasias S.A.\u00a0<a href=\"https:\/\/www.google.it\/search?q=bloomberg+eurobank+grivalia&amp;rlz=1C1GCEB_enGB821GB821&amp;oq=bloomberg+eurobank+grivalia&amp;aqs=chrome..69i57.4241j1j4&amp;sourceid=chrome&amp;ie=UTF-8\">has<\/a> announced a merger with Grivalia Properties REIC AE, a real estate investment company, which is expected to provide the combined entity with a chunky capital boost. Eurobank now plans to remove almost 7 billion euros of bad loans from its balance sheet, and is targeting a non-performing loan ratio of 15 percent by the end of 2019. This is by far the most promising thing that\u2019s happened to the Greek banking system this year. But it may be hard to replicate, since it relies on the existence of a company willing to be taken over. It helped too that Grivalia and Eurobank have a large shareholder in common.<\/p>\n<p>So long as Greece\u2019s authorities fail to find a common solution to their lenders\u2019 woes, even clever plans like Eurobank\u2019s may\u00a0not be\u00a0enough. It\u2019s hard to see how Greece can bounce back strongly after such a long recession with a still-crippled banking system.
